Point-In-Time Count 2023-2025

What We Do

Our Street Outreach team helps reduce homelessness in Chatham County by meeting people where they are and connecting them to safe shelter, services, and housing. We use a trauma‑informed, evidence‑based approach that builds trust and encourages even the most service‑resistant individuals to work with our outreach case managers.

We collaborate closely with emergency shelter’s, public safety, public health, behavioral health partners, code enforcement, local government, and agency partners to ensure people living outside can quickly access essential support. Our team leads the annual Point In Time Count, providing key data to help guide the resources, solutions, and funding needed to reduce and ultimately end homelessness in our community.

Project Hope Water

Mobile Shower Unit

Thanks to the strategic investment of our partners at Chatham County and additional support from the City of Savannah, this mobile shower program provides radical hospitality for unhoused neighbors throughout our community. This mobile shower unit has multiple showers, including an ADA accessible shower, and provides immediate connection to basic human needs. Project Hope Water provides rapid access to critical services for unhoused community members in the City of Savannah and Chatham County.

This project is funded in whole or in part by funds provided through the Chatham County Recovery Funds/American Rescue Plan Act.

Inclement Weather Work

Communication & Transportation

For major weather events, we partner and collaborate with the Chatham Emergency Management Agency and the City of Savannah, ensuring our unhoused neighbors have access and transportation to safety throughout the event. Our team provides the necessary resources to help stand up temporary shelters at houses of worship like Come As Your As Deliverance Ministries during major weather events. They also organize the pick-up and drop-off of unhoused citizens seeking shelter from the storms, helping safely transport individuals with complex medical and mental health needs, pet companions, and numerous belongings to emergency shelter partners and temporary emergency shelters throughout Chatham County.

Compassionate Encampment Engagement

Why do encampments exist?

People reside in encampments when there is a lack of shelter available to meet their needs or they have made a choice to reside in an encampment over available shelter.

What does compassionate closing mean?

Encampment closings can be a traumatic experience for individuals who live within them. In addition to ongoing requests to relocate, closings can cause residents to personal belongings such as identification documents and medication as well as reduce their trust in receiving assistance from outreach team members. CSAH created a compassionate encampment management and closing plan to maintain a resident’s dignity and trust, while providing clear steps to address concerns from the community.
